Expenses, resolution approved by U-46 board

By Seth Hancock
The Board of Education in School District U-46 approved two expenditure items totaling $55,800, neither of which were previously discussed, as well as a human resources (HR) resolution at its meeting on Monday, April 15.
All three items were approved by 6-0 votes, board member Jeanette Ward was absent on a business trip.
Included was a $30,000 contract, to be paid for by the education fund, with Baragar Systems for a one-year software renewal. The 2018 contract was also $30,000.
According to the proposal, the software is “utilized to perform enrollment projects, assist with teacher staffing, boundary proposals and planning tools for capital and functional space needs across all locations,” and the “tools are essential in providing guidance to administration when planning space allocation needs at each school and across the district as well as supplying information regarding efficient staffing by site and long range boundary planning to optimize the utilization of space across the district.”
U-46 CEO Tony Sanders said: “We need to continue to utilize this software so we’re asking for immediate approval by the board.”
No explanation, however, was provided on why the proposal wasn’t presented to the board at its previous meeting for discussion nor did any board member ask.
The board also approved retroactively a $25,800 expenditure (operations and maintenance fund) with F.J. Bero and Company, Inc. for work that had already been completed in March. According to the proposal, it was an emergency repair for a water main replacement at Streamwood’s Tefft Middle School.
The proposal stated that the water main had “broken previously in the same area and is in poor condition” and the district made a “temporary” repair which required a “replacement of the water main from outside the building, under the foundation and into the meter room, as the riser cannot be repaired again. If it breaks, operations at that facility will have to cease. The building also requires a reduced pressurization zone (RPZ) and a bypass to be brought up to code.”
Board member Sue Kerr asked: “This had broken already and then it broke again, is that what happened?”
Sheila Downs, director of plant operations, said: “It had broken further in the loading dock previously, and this time it broke in the interior of the loading dock…. This repair should hold because we replaced a substantial portion of that line.”
The HR resolution that was approved was a reduction in force of educational support personnel.
Ann Chan, the HR assistant superintendent, said one staff position was impacted and “the position’s going from a 12th month position to a 10th month position.”
